CLOGSAG declares nationwide strike from March 9 over salary implementation

The Civil and Local Government Staff Association, Ghana (CLOGSAG) has declared a nationwide strike effective March 9, 2026, over delays in implementing a negotiated unique salary structure and other conditions of service. 

Mr Isaac Bampoe Addo, Executive Secretary of CLOGSAG, announced the decision at a press conference in Accra after a meeting of the National Executive Council (NEC). 

CLOGSAG represents staff of the Civil Service and Local Government Service nationwide. 

Mr Addo said the strike would proceed unless government showed “good intentions” before the stated date. 

He explained that negotiations on the unique salary structure and related conditions began in 2019 and culminated in the signing of two separate Memoranda of Understanding (MOUs). 

Mr Addo said government had initially agreed to implement the structure from January 1, 2023, but later requested more time, leading to a revised implementation date of January 1, 2025.

“Come January 1, 2025, nothing happened. Promises upon promises, government has not been able to fulfil its promises,” he said. 

Mr Addo stated that the Association had sent several reminders to the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission but had not received the appropriate response. 

“We have finished the negotiation. It is implementation,” he said, adding that the Association was not apportioning blame to any specific minister but was holding government accountable for the signed agreements. 

Mr Addo said CLOGSAG had notified the National Labour Commission of its intended industrial action. 

He said if government failed to honour its side of the agreement, members across the Civil Service and Local Government Service would “stay at home” from March 9.
